Program Development Advisor, Asia

About the role

The International Rescue Committee (IRC) is seeking a Program Development Advisor for its Asia region. This senior position will drive business development activities with institutional donors across Afghanistan, Bangladesh, Myanmar, Pakistan and Thailand, helping to secure funding that sustains and expands IRC’s humanitarian programmes.

Key responsibilities

• Identify and evaluate new funding opportunities aligned with IRC’s Business Development Strategy.
• Lead the full proposal cycle – from pre‑positioning and partnership building to drafting, reviewing and submitting grant applications.
• Coordinate due‑diligence processes and negotiate contract terms with multilateral and bilateral donors.
• Provide technical guidance to country programmes on donor requirements, compliance and reporting.
• Collaborate with local partner organisations and IRC hub teams in overlapping time zones.

Required profile

• Proven experience securing funding from donors such as USG, FCDO, DG ECHO, GIZ, World Bank, etc.
• Strong background in humanitarian or international development contexts.
• Demonstrated ability to work across diverse cultures and time zones, especially within the Asia region.
• Excellent analytical, writing and negotiation skills.
