Information Systems Officer (Chief of Unit)

About the role

The Office of Information and Communications Technology (OICT) is seeking an experienced Information Systems Officer to lead a unit within its Enterprise Solutions Service in Bangkok. Reporting to the Chief of ESS, the incumbent will guide the planning, execution, and oversight of critical systems projects that support UN operations.

Key responsibilities

• Plan and oversee unit activities, ensuring timely delivery of complex systems projects.
• Provide strategic guidance to the Chief, ESS, and develop implementation policies and procedures.
• Offer expert advice on systems analysis, design, feasibility, requirements, and implementation, including project scheduling and cost estimation.
• Develop cost proposals, evaluate technical bids, and manage contractual services.
• Track project progress against plans, quality standards, and performance metrics while liaising with users throughout development phases.
• Lead, mentor, and supervise junior officers and contract staff.
• Monitor emerging technologies, evaluate new products, and lead the introduction of technological changes.
• Facilitate communication between OICT/ESS and major clients, coordinating service level agreements.

Required profile

• Proven experience in managing large‑scale information systems projects.
• Ability to develop and implement strategic plans and policies.
• Strong leadership and supervisory skills for guiding junior staff.
• Excellent analytical skills for complex systems design and evaluation.
• Experience in preparing cost proposals and managing contracts.
• Up‑to‑date knowledge of emerging ICT technologies.
