Programme Manager

About the role

The Programme Manager will provide strategic, technical and operational leadership for Global Fund‑supported health programmes within the Asia Regional Health Cluster (ARHC). Reporting to senior management, the role ensures that programmes are delivered on time, within budget and to the quality standards required by UNOPS, the Global Fund and national strategies.

Key responsibilities

• Lead planning, implementation, coordination and monitoring of assigned programme portfolios.
• Coordinate activities across Sub‑Recipients, National Programmes and technical partners to keep work aligned with approved workplans and budgets.
• Monitor implementation against scope, schedule, budget, quality and risk parameters using real‑time digital dashboards.
• Ensure compliance with UNOPS policies, Global Fund requirements and national strategies.
• Oversee financial and operational planning, risk management, reporting and performance management.
• Promote evidence‑based decision‑making, continuous improvement and capacity strengthening.

Required profile

• Proven experience in managing large‑scale health programmes or grants, preferably within the Global Fund framework.
• Strong ability to lead multidisciplinary teams and engage with diverse stakeholders.
• In‑depth knowledge of UNOPS policies, Global Fund requirements and national health strategies.
• Demonstrated competence in risk management, monitoring and results‑driven implementation.
