Senior Programme Manager – Monitoring & Evaluation

About the role

The Senior Programme Manager (M&E) provides strategic leadership, technical direction and managerial oversight for monitoring, evaluation, reporting, data quality and learning across UNOPS‑managed Global Fund‑supported health programmes. The role ensures a consistent M&E architecture while allowing fit‑to‑context arrangements for HIV, malaria, tuberculosis and regional grants.

Key responsibilities

• Lead the development and periodic revision of portfolio‑ and grant‑level M&E strategies, performance frameworks, monitoring plans, indicator guidance, reporting protocols and SOPs.
• Supervise Monitoring and Evaluation Specialists, set priorities, establish quality standards and review key deliverables.
• Advise senior management on programme trajectories, performance risks, grant ratings and corrective actions.
• Maintain effective engagement with the Global Fund, Local Fund Agent, national programmes, co‑principal recipients, sub‑recipients and technical partners.
• Promote responsible adoption of digital health, analytics and interoperable information systems.

Required profile

• Extensive experience in monitoring, evaluation and learning for large‑scale health programmes, preferably Global Fund‑financed.
• Proven leadership and managerial skills, with experience supervising M&E teams.
• Strong understanding of HIV, TB, malaria programmes and regional health grants.
• Ability to provide strategic advice to senior stakeholders and manage complex stakeholder relationships.
