Consultant for studies on active longevity centers in Kazakhstan

About the role
The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a consultant to produce a comprehensive working paper in English on the history, current status, and future opportunities of active longevity centers in Kazakhstan and selected peer countries. The consultant will also deliver a Russian‑language translation of the final paper, working under the overall supervision of the Chief of the Sustainable Demographic Transition Section.
Key responsibilities
- Research and draft a working paper that outlines how active longevity centers were established in Kazakhstan, including enabling factors, inspirations, and institutional roles.
- Collect and analyse evidence from policymakers, practitioners, and beneficiaries to assess the impacts of different models of active longevity centers.
- Identify gaps, limitations, and best‑practice lessons that can inform replication, adaptation, and scaling across diverse country contexts.
- Ensure the analysis aligns with the Madrid International Plan of Action on Ageing (MIPAA) and ESCAP’s project on mainstreaming population ageing.
- Provide a high‑quality Russian translation of the completed paper.
Required profile
- Advanced degree (Master’s or PhD) in demography, public policy, social sciences, or a related field.
- Proven experience in ageing research, policy analysis, or consultancy within the Asia‑Pacific region.
- Familiarity with the demographic trends and policy frameworks affecting older populations.
- Ability to work independently, meet deadlines, and produce rigorous analytical reports.
- Excellent written communication skills in English and Russian.
