Finance & Administrative Officer – EpiC HIV & GHS Projects

About the role

The Finance and Administrative Officer will provide financial and administrative support for two U.S. Government‑funded projects in Thailand: the EpiC HIV initiative and the Global Health Security (GHS) programme. Working closely with the Finance & Admin Team, the incumbent ensures smooth day‑to‑day operations, accurate accounting, and compliance with donor regulations.

Key responsibilities

• Process travel authorizations, expense reports, and advance clearances for project staff.
• Enter and reconcile all financial transactions in the GFAS accounting system.
• Monitor project budgets, review invoices, journal entries, and payment requests for accuracy and compliance.
• Prepare and record payments, applying withholding taxes according to local regulations.
• Support procurement activities, vendor contract administration, and documentation of financial records.
• Generate financial reports for internal stakeholders and assist with program monitoring and evaluation.

Required profile

• Experience supporting donor‑funded projects, preferably with U.S. Government funding.
• Familiarity with Thai financial regulations and withholding tax requirements.
• Ability to work collaboratively with program and finance teams to ensure timely and accurate financial operations.

Required skills

• Proficiency with the GFAS accounting system.
