National Consultant for Lao PDR

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a National Consultant to support the development of resilient and inclusive peri‑urban mobility plans in Lao PDR. Working remotely under the supervision of the project officer and in coordination with the Regional Consultant and the National Focal Point, the consultant will contribute to a multi‑country technical cooperation project.

Key responsibilities

• Coordinate the project inception meeting and fact‑finding mission in Vientiane together with the Regional Consultant.
• Assist the Regional Consultant in establishing the Technical Advisory Group.
• Collect and analyse local data for the assessment of resilient rural‑urban and active mobility plans using digital technologies (SUTI+).
• Support the Just Transition analysis, focusing on labour‑force implications and employment opportunities for women in digital mobility services.
• Facilitate a national stakeholder consultation and capacity‑building workshop to identify challenges and strengthen stakeholder capacity.
• Co‑develop a local resilient and inclusive peri‑urban mobility plan enabled by digital platforms (MaaS, DRT, shared mobility) in collaboration with local authorities.

Required profile

• Proven experience in transport policy, urban mobility, or related fields.
• Familiarity with digital mobility solutions and gender‑inclusive approaches.
• Strong analytical and stakeholder‑engagement skills.
• Ability to work independently and coordinate with regional and national partners.
