National Consultant – Sinking Cities Project (Bangladesh)

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a National Consultant to support the Bangladesh Sinking Cities Project. The consultant will lead data‑driven assessments, provide technical inputs, and facilitate capacity‑building activities to address land‑subsidence challenges in the pilot city.

Key responsibilities

• Activity 1 – Country‑level scoping and data review: Produce an inception brief summarising national context, data availability, institutional arrangements and priority assessment areas (by 15 Mar 2026).
• Activity 2 – City‑level diagnostic support: Provide technical inputs, compile data, validate geospatial outputs and review policies for the pilot city (by 31 Mar 2026).
• Activity 3 – Capacity building and stakeholder engagement: Design and deliver an in‑person workshop, capture feedback and produce a post‑workshop report (by 20 Apr 2026).
• Activity 4 – Pilot planning & monitoring support: Translate diagnostic findings into planning decisions, review and enhance land‑subsidence monitoring mechanisms, and pilot a monitoring system in the selected city (by 16 Nov 2026).

Required profile

• Proven experience in country‑level scoping, data review and city‑level diagnostic assessments for urban risk or land‑subsidence projects.
• Experience delivering capacity‑building workshops and stakeholder consultations.
• Ability to support planning authorities in integrating diagnostic results into land‑use and infrastructure planning.

Required skills

• Policy review and synthesis.
• Development of monitoring protocols for land subsidence.
• Proficiency with MS Word, MS Excel and MS PowerPoint for technical documentation.
