Programme Management Officer – Climate Change Division

About the role

The United Nations Environment Programme (UNEP) is seeking a Programme Management Officer to support its Climate Change Division’s Mitigation Branch in Bangkok. Reporting to the Head of the Finance Unit and the Chief of the Mitigation Branch, the officer will contribute to the implementation of the multi‑donor EmPower‑II Women for Climate‑Resilient Societies programme across five Asian countries.

Key responsibilities

• Undertake and evaluate implementation and monitoring of the EmPower‑II programme in five Asian countries.
• Lead strategic project planning and implementation for regional and national activities addressing gender, energy and climate change.
• Review documents and reports, identify issues and initiate corrective actions.
• Analyze and track trends in climate‑change policies, clean‑energy transition, gender and human‑rights inclusive development.
• Monitor project delivery and prepare narrative reports for donors such as SIDA, MFAT, BMZ, SDC and UN Women.
• Coordinate budget and funding activities, including project preparation, progress reports and financial statements.
• Manage project communications outreach and ensure timely delivery of the communications strategy.

Required profile

• Demonstrated experience in programme management within climate‑change, gender or energy contexts.
• Proven ability to work with multiple donors and partners on multi‑country projects.
• Strong analytical skills for policy review and trend analysis.
• Excellent reporting and communication skills.
