Senior Data Scientist – Macro‑Fiscal Models & Simulation Portals

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) seeks a senior data scientist to strengthen analytical capacity for the Philippines and the Maldives. The consultant will develop macro‑fiscal models, integrate catastrophe (CAT) model outputs, and build simulation portals to support government decision‑making on disaster and climate shocks.

Key responsibilities

• Develop, code, calibrate and test a macro‑fiscal model for the Philippines, including an El Niño impact block.
• Integrate national typhoon, flood and power‑outage data into the model and design stress‑scenario analyses.
• Create a region‑based simulation portal that visualises hazard scenarios, macro‑financial results and allows users to input preventive‑investment estimates.
• Enhance the existing Maldives macro‑fiscal budget stress‑testing model by incorporating coastal‑flooding and cyclone CAT outputs.
• Develop a Maldives simulation portal, run budget stress tests, and compare disaster‑risk financing instruments.
• Prepare documentation, user guides and deliver training sessions to national counterparts.

Required profile

• Advanced degree in economics, finance, data science or a related field.
• Proven experience in macro‑fiscal modelling and disaster risk analysis.
• Demonstrated ability to work independently on complex, multi‑country projects.

Required skills

• Model coding, calibration and testing.
• Integration of CAT model outputs into macro‑fiscal frameworks.
• Design and development of interactive simulation portals with access controls.
• Data analysis and visualization for macro‑economic and fiscal indicators.
