Consultant for DA16 Climate‑Finance Project

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a consultant to lead the DA16 project, which assesses Cambodia’s macro‑economic exposure to climate risks and designs resilient fiscal and financing strategies.

Key responsibilities

• Adapt ESCAP’s standardized analytical framework to the Cambodian context, integrating baseline debt diagnostics and fiscal‑risk screening.
• Conduct a literature and data review of existing government and partner assessments.
• Apply Network for Greening the Financial System (NGFS)‑aligned climate‑scenario analysis to public finances and debt positions.
• Produce an annotated study outline, a first draft, a final report, and a presentation for a national capacity‑building workshop.
• Deliver all outputs according to the specified deadlines (June 15 2026, August 15 2026, October 31 2026, December 31 2026).

Required profile

• Advanced degree in economics, public finance, climate policy or a related field.
• Proven experience in macro‑economic analysis, climate‑risk assessment, and fiscal sustainability studies.
• Familiarity with NGFS climate scenarios and their application to sovereign debt.
• Strong analytical, synthesis and report‑writing abilities.
• Ability to work remotely and meet tight delivery schedules.
