National Consultant for Mongolia

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) is seeking a National Consultant based in Mongolia to support a technical cooperation project on resilient and inclusive peri‑urban mobility. Working remotely under the supervision of the project officer and in coordination with the Regional Consultant and the National Focal Point, the consultant will help design and implement digital mobility solutions.

Key responsibilities

• Coordinate the project inception meeting and fact‑finding mission in Ulaanbaatar together with the Regional Consultant.
• Support the establishment of the Technical Advisory Group.
• Collect and analyse local data for the Regional Consultant’s assessment of resilient rural‑urban and active mobility plans using SUTI+.
• Assist with the Just Transition analysis, focusing on labour implications and women’s employment in digital mobility services.
• Facilitate a national stakeholder consultation and capacity‑building workshop on peri‑urban mobility, resilience and social inclusion.
• Co‑develop a local resilient and inclusive peri‑urban mobility plan enabled by digital platforms (MaaS, DRT, shared mobility) in partnership with local authorities.

Required profile

• Proven experience in transport policy or mobility planning, especially in peri‑urban contexts.
• Ability to collect, manage and analyse transport‑related data.
• Familiarity with digital mobility technologies and platforms.
• Experience working with gender‑focused initiatives and stakeholder engagement.
