Carbon Finance Specialist – Consultant (Roster)

About the role
The Economic and Social Commission for Asia and the Pacific (ESCAP) is seeking experienced Carbon Finance Specialists to join a roster of consultants. The role supports member States in designing, implementing and scaling carbon and transition credit mechanisms for coal‑plant decommissioning and early retirement across the region.
Key responsibilities
- Analyse carbon pricing instruments, carbon credit standards and transition‑credit templates in selected Asian‑Pacific markets.
- Develop recommendations and road‑maps for member States to utilise carbon and transition credits for coal‑fleet management.
- Design practical transition‑credit methodologies, including baseline rules, additionality tests, crediting schedules and verification frameworks.
- Prepare financial model outlines (capital stack, cash‑flow, sensitivity to credit price) for credit‑backed buy‑outs.
- Create checklists, timelines and guidance materials for government negotiators and capacity‑building activities.
- Produce training content, briefers, presentations and guides on carbon and transition credits.
Required profile
- Advanced knowledge of carbon markets, especially in China, Japan, South Korea and the broader Asia‑Pacific region.
- Experience advising on coal‑plant decommissioning, carbon credit generation and transition‑credit mechanisms.
- Strong understanding of policy, legal and regulatory frameworks related to carbon finance.
- Proven ability to develop methodological templates and financial models for credit‑based transactions.
