City Advisor, Bangkok - Breathe Cities

About the role

C40 is recruiting a City Advisor for Bangkok within its Breathe Cities programme, reporting to the Technical Head of Breathe Cities, Asia. The role advises and supports the Bangkok Metropolitan Administration (BMA) in implementing the second phase of Breathe Cities, which aims to deliver the priority air quality actions set out in the Bangkok City Strategy. The post is a two-year fixed-term contract, subject to final funding approval, and the salary is ฿1,646,127 gross per annum (grade 3).

Key responsibilities

• Serve as the main point of contact for the BMA and Breathe Cities, coordinating day-to-day engagement with city officials across departments and district offices.
• Represent the Breathe Cities team across all pillars, communicate the city's priorities to the Breathe Cities/C40 teams and manage political and technical relationships with technical staff.
• Co-lead programme development and delivery with the Clean Air Fund City Lead, aligning work across all pillars.
• Monitor the city's political priorities and needs, and adapt the programme's support accordingly.
• Convene and coordinate the city government project team, including C40 technical teams and partners, and work with the BMA to deliver the phase 2 work plan through project committees and working groups.
• Lead C40-managed policy and technical assistance and knowledge-sharing activities, including oversight of consultants, and keep city stakeholders informed of progress.
• Facilitate in-city meetings, workshops and discussions, and produce reports, presentations and summaries to support decision-making.
• Plan and deliver activities and events involving the Governor and his executive team, and prepare briefings and communications materials for senior officials.
• Update the Breathe Cities team on the city's priorities, political dynamics and funding opportunities, engage air quality agencies, NGOs and development agencies, and connect the programme with related C40 work in Bangkok.
• Contribute to knowledge products such as white papers, articles and presentations.

Required profile

• Experience in air quality management, sustainable urban or transport planning, climate action planning, public health or similar, and experience working with city, regional or national governments in Thailand.
• Preference for experience in Bangkok on air quality policies, sustainable transport, urban planning or related initiatives, and knowledge of air quality across sectors such as transport, waste and energy.
• Experience developing, implementing, advising on or evaluating municipal policies and programmes, and writing public-facing documents such as air quality management plans.
• Excellent convening skills, with experience convening teams, and strong stakeholder engagement and network-building skills.
• Strong English and Thai written and verbal communication skills are essential.
• Right to work in Thailand; moderate travel is required.
