Finance and Operations Director – Thailand

About the role

The Finance and Operations Director (DFO) will serve as a key member of the senior leadership team, providing strategic oversight and operational stewardship to ensure the effective delivery of FHI 360’s programs in Thailand. Reporting to the Regional Finance and Operation/Asia Pacific team and Project Directors, the DFO will oversee all financial management, operations, administration, procurement, and grants functions, ensuring full compliance with FHI 360 policies, U.S. Government regulations, and local laws.

Key responsibilities

• Provide high‑level leadership in financial and operational management, aligning resources with program goals and donor requirements.
• Lead development, execution and monitoring of annual budgets, forecasts and expenditure analyses while ensuring compliance with FHI 360 policies, U.S. Government regulations and Thai law.
• Oversee procurement, logistics, IT, administration and general services to maintain efficient and transparent operational systems.
• Manage subaward financial and operational aspects, including onboarding, monitoring, compliance reporting and close‑out, and build capacity of local partners.
• Ensure timely, accurate reporting to donors, headquarters and government counterparts and represent the project in high‑level meetings.

Required profile

• Extensive knowledge of accounting concepts, financial controls and financial information systems, including GAAP.
• Strong understanding of U.S. Government regulations (2 CFR 200, FAR) and Thai fiscal and legal requirements.
• Proven experience managing large, complex donor‑funded programs and fixed‑amount awards.
• Excellent communication, negotiation and leadership skills with ability to advise senior technical leadership.
