International Consultant – Circular Economy Expert

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an International Consultant with deep expertise in circular economy to support the WasteNet project. The consultant will develop workplans, lead regional workshops, and conduct gap analyses of environmentally sound management standards across four Asian countries.

Key responsibilities

• Prepare a detailed workplan, concept notes, TORs, and a risk‑management and safeguards plan by 15 September 2026.
• Participate in the WasteNet Regional Workshop (November 2026), deliver a presentation, and produce a post‑event technical note.
• Conduct a desk‑based gap analysis of national ESM standards for recycling facilities in Indonesia, Malaysia, Thailand, and Viet Nam, comparing them with international requirements such as the EU Waste Shipment Regulation, and deliver a comprehensive report by 25 February 2027.

Required profile

• Proven experience in circular economy, waste management, and environmentally sound management standards.
• Familiarity with international regulatory frameworks, including the EU Waste Shipment Regulation.
• Ability to integrate gender equality, human‑rights, and “Leave No One Behind” considerations into project design.
• Experience working with UN agencies or multilateral organisations is highly desirable.
