Liaison for Private Sector Engagement – ARISE Japan & Philippines

About the role

UNDRR is seeking a consultant to act as a Liaison for Private Sector Engagement under the ARISE Japan‑Philippines initiative. The role will connect Japanese private‑sector expertise with the Philippines’ disaster risk reduction context, facilitating exchange sessions and documenting emerging good practices.

Key responsibilities

• Coordinate engagement between Japanese private‑sector actors and Philippine agencies (Office of Civil Defense, Department of Budget and Management, Department of Finance).
• Organise and support bilateral exchange sessions, workshops and knowledge‑sharing events.
• Develop and maintain documentation of shared practices and lessons learned.
• Assist in applying the budget stress‑testing framework that integrates catastrophe risk modelling with macro‑fiscal simulation.
• Support return‑on‑investment (ROI) analysis to quantify fiscal benefits of preventive DRR investments.
• Ensure alignment of activities with the Sendai Framework for Disaster Risk Reduction and UNDRR strategic priorities.

Required profile

• Proven experience in disaster risk reduction financing or public financial management.
• Familiarity with government budgeting processes and disaster‑related fiscal analysis.
• Strong analytical abilities and excellent written and verbal communication skills in English.
• Ability to work effectively with diverse stakeholders in an international, multicultural environment.
