National REDD+ Safeguards Expert

About the role

The United Nations Environment Programme (UNEP) is seeking a National REDD+ Safeguards Expert to provide technical inputs and coordination support for the UN‑REDD Programme in Thailand. This six‑month, home‑based consultancy will work closely with REDD‑IC, FAO, UNEP‑WCMC and national partners to ensure robust safeguards implementation and reporting.

Key responsibilities

• Draft and review the safeguards section of the 2nd Trees Monitoring Report (TMR2), incorporating data, stakeholder feedback and addressing any gaps identified in TMR1.
• Support the Validation & Verification process by preparing responses to VVB findings, gathering additional evidence, and participating in audit‑related meetings.
• Contribute to the development of a capacity‑building plan for the Financial Intermediary/Forest Development Fund, including the design and delivery of two workshops on safeguards requirements.
• Prepare a Benefit Sharing Procedure and related templates for private forest landowners contributing to emissions reduction results in the LEAF ER Program Area.

Required profile

• Advanced university degree (master’s or equivalent) in forestry, conservation sciences, development planning or a related field; a first‑level degree with at least two additional years of experience may be considered.
• Minimum seven years of professional experience in natural resource management, participatory approaches, rural development or environmental law, with demonstrated work on safeguards policy development or monitoring.
• Experience working with Nepalese government agencies is desirable, as is familiarity with the Asia‑Pacific regional context.
• Fluency in Nepali and strong written and spoken English.
