System Development Consultant

About the role

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is seeking a System Development Consultant to design, build, and operationalise a sustainability reporting and disclosure platform. The consultant will work remotely, collaborating with national counterparts and ESCAP staff to deliver a functional system aligned with international and local standards.

Key responsibilities

• Conduct inception, needs assessment, and produce a comprehensive system design plan.
• Develop a functional sustainability reporting and disclosure system for Cambodia SERC, integrating ISSB, SASB, GRI, and local Prakas standards.
• Deliver monthly webinar‑based capacity‑building sessions and create accompanying presentation materials.
• Produce e‑learning and user‑support materials to facilitate rapid onboarding of government officials and market institutions.
• Finalize system handover, including documentation and revisions based on user feedback.

Required profile

• Proven experience in designing and implementing digital reporting systems.
• Familiarity with sustainability reporting frameworks such as ISSB, SASB, GRI, and local regulatory requirements.
• Ability to engage with national stakeholders and provide capacity‑building training.
• Strong project management skills to meet defined milestones and deliverables.
