Transport Finance Expert – Climate Adaptation Consultant

About the role

The ESCAP Transport Division is looking for a senior Transport Finance Expert to lead the development of Indonesia’s National Transport Adaptation Plan and a costed implementation plan for low‑carbon transport measures. Working remotely, the consultant will produce methodology, stakeholder‑engagement approaches, climate risk assessments, and actionable policy documents that align with Indonesia’s NDC 3.0 and regional climate goals.

Key responsibilities

• Prepare an inception report outlining methodology, workplan, and stakeholder‑engagement strategy.
• Conduct a climate risk and vulnerability assessment for the transport sector.
• Draft, review, and finalize the National Transport Adaptation Plan, incorporating feedback from government and civil‑society stakeholders.
• Develop a costed implementation plan for transport measures included in Indonesia’s NDC 3.0.
• Ensure gender considerations are integrated into transport policies and actions.
• Identify infrastructure gaps, investment needs, and opportunities for international climate finance.
• Participate actively in project workshops, meetings, and related events.

Required profile

• Senior professional with extensive experience in transport finance, climate‑resilient transport planning, and policy development in the Asia‑Pacific region.
• Proven track record of delivering national adaptation plans or similar strategic documents.
• Strong analytical abilities and experience working with Nationally Determined Contributions (NDCs).
• Excellent stakeholder‑engagement and communication skills.
• Ability to work independently and deliver high‑quality outputs within tight timelines.
