Transport Finance Expert (Consultant)

About the role

The ESCAP Transport Division is seeking a seasoned Transport Finance Expert to support a high‑impact project that strengthens the capacity of four Asian‑Pacific countries to implement low‑carbon, climate‑resilient transport action plans. The consultancy will focus on Indonesia, delivering a costed implementation plan that translates the country’s NDC targets into a concrete investment blueprint.

Key responsibilities

• Develop a costed project pipeline for transport mitigation measures.
• Draft a detailed costed implementation plan for Indonesia’s transport component of NDC 3.0.
• Conduct stakeholder consultations, sectoral analyses, and collaborative drafting sessions.
• Ensure the implementation plan integrates gender considerations and aligns with national climate objectives.
• Participate actively in project workshops, meetings, and related events.

Required profile

• Advanced degree in transport economics, finance, or a related field.
• Proven experience in developing costed transport investment plans, preferably within climate‑related frameworks.
• Familiarity with Nationally Determined Contributions (NDCs) and low‑carbon transport policies.
• Strong analytical and stakeholder‑engagement skills.
