Evaluation Lead Consultant – Migration Project

About the role

The International Organization for Migration (IOM) seeks an experienced Evaluation Lead Consultant to assess a regional programme supporting Afghan displacement across Pakistan, Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan. The role is home‑based in Bangkok and will report to the IOM Regional Office for Asia and the Pacific.

Key responsibilities

• Lead the design and implementation of an evaluation covering project outcomes, institutional capacities and service delivery.
• Analyse migration data systems and analytical capacities to generate evidence‑based recommendations.
• Assess the impact of interventions on protection, health, livelihoods, legal assistance and social cohesion for Afghan populations and host communities.
• Produce comprehensive evaluation reports for IOM, government partners and humanitarian actors.
• Support evidence‑based decision‑making by strengthening data collection and analysis processes.

Required profile

• Proven experience in evaluating migration, humanitarian or development programmes.
• Familiarity with the migration dynamics of South and Central Asia.
• Ability to work independently from a remote location and coordinate with government, NGOs and civil‑society partners.
• Strong analytical and report‑writing skills.
