Finance Specialist

About the role

The Finance Specialist will plan, manage and oversee financial operations for projects and the office, ensuring integrity, transparency and compliance with UNOPS financial rules, IPSAS standards and donor requirements. This role supports the Asia Regional Health Cluster’s mission to improve health outcomes across the Asia‑Pacific region.

Key responsibilities

• Lead budget formulation, monitoring and revisions in line with UNOPS FRRs and project agreements.
• Prepare detailed budget variance analyses and expenditure forecasts.
• Implement and maintain internal control frameworks for payment processing and ERP documentation.
• Review and authorize budget revisions with proper documentation and approvals.
• Oversee the full cycle of project financial management, ensuring accurate accounting and timely recording of contributions and expenditures.
• Develop and update SOPs for financial processes across all projects.
• Advise project teams on financial strategy, resource optimisation and risk mitigation.

Required profile

• Proven experience in financial management within international development or UN‑related environments.
• Strong knowledge of UNOPS Financial Rules and Regulations, IPSAS standards and donor compliance.
• Demonstrated ability to lead budgeting, cash management and financial reporting activities.
• Experience in strengthening financial management capacity of project and field teams.
