About the role
The United Nations Office on Drugs and Crime (UNODC) is seeking a Programme Officer to lead Alternative Development initiatives in Southeast Asia. Based in Chiang Mai, the role supports the Regional Office for Southeast Asia and the Pacific (ROSEAP) in breaking the link between agricultural communities and illicit crops, primarily in Lao PDR and Myanmar.
Key responsibilities
- Design, propose, and coordinate implementation of strategies that reduce reliance on illicit crops in targeted agricultural communities.
- Support local project teams in planning and executing Alternative Development activities, including value‑chain development, work‑plan definition, and budget preparation.
- Serve as the principal regional authority on Alternative Development and rural community development for UNODC in the region.
- Prepare detailed reports for ROSEAP and donors, ensuring timely delivery and compliance.
- Develop donor proposals aligned with strategic priorities and beneficiary needs to support fundraising efforts.
- Represent UNODC in technical forums such as the Mekong MoU on Drug Control.
- Advise ROSEAP management and local managers on programme design, implementation, and strategic recommendations.
- Establish and maintain coordination relationships with public and private agencies, fostering collaborative programme design and implementation.
- Identify, build, and manage partnerships beyond the region, including commercial actors and technical advisors.
- Monitor programme implementation and propose operational strategies to optimise resource use and improve effectiveness.
