Consultant – Mutual Recognition of Trust Services

About the role

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) seeks an experienced consultant to lead the development of a consolidated case‑study report and a practical guide on the mutual recognition of trust services across the Asia‑Pacific region.

Key responsibilities

• Develop a consolidated case‑study report covering 5‑6 countries, analysing legal, organisational and technical approaches to electronic signatures, seals and timestamping, and coordinating monthly with national consultants.
• Prepare a comprehensive guide on mutual recognition of trust services, drawing on the UNCITRAL Model Law, eIDAS Regulation and other relevant frameworks, and formulate actionable recommendations for policymakers, regulators and service providers.
• Incorporate feedback from consultants, ESCAP project officers and experts, refine analyses and recommendations, and submit final reports for publication by the stipulated deadlines.

Required profile

• Master’s degree or higher in Economics, Public Policy or a related field.
• At least 20 years of research or professional experience in paperless trade, trade facilitation, or related economic domains.
• Excellent command of written and spoken English.
