Consultant on Infrastructure Network and Systemic Risk Analysis

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) seeks a consultant to assess cascading and interdependent risks across critical infrastructure systems in the Maldives and Timor‑Leste. The role will develop analytical outputs and practical tools that support risk‑informed infrastructure planning and macro‑fiscal resilience strategies, while contributing to methodological innovation within UNDRR.

Key responsibilities

• Map and analyse interdependencies among power, transport, telecommunications and water infrastructure for selected hazard scenarios.
• Apply a systemic risk modelling methodology to estimate cascading losses, distinguishing direct asset damage from indirect network‑based impacts.
• Translate infrastructure service disruption profiles into sector‑level shocks for integration into macro‑fiscal budget stress‑testing frameworks.
• Review and advise on the Timor‑Leste hotspot analysis, enhancing representation of infrastructure interdependencies and developing decision‑oriented visualisation tools.
• Document methodology, assumptions and data requirements, ensuring transparency, reproducibility and adaptability for future country applications.

Required profile

• Proven experience in infrastructure network analysis, systemic risk modelling and quantitative risk assessment.
• Demonstrated ability to produce technical documentation and knowledge products for disaster risk‑informed planning.
