CRVS Data Sharing Consultant (Remote)

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) is seeking a consultant to lead the development of regional guidance on civil registration and vital statistics (CRVS) data sharing. The role is remote and runs from mid‑August 2026 to the end of February 2027, focusing on producing a review, drafting guidelines, and coordinating expert validation.

Key responsibilities

• Produce a comprehensive regional review of CRVS data‑sharing practices, challenges and gaps.
• Develop practical CRVS Data Sharing Guidelines tailored to countries in Asia and the Pacific.
• Facilitate expert review, validation and incorporation of feedback from stakeholders, development partners and national authorities.
• Finalize the guidelines, ensuring they address legal, governance, interoperability and privacy considerations.

Required profile

• Advanced degree or equivalent experience in public administration, statistics, demography, health information systems or related fields.
• Proven experience in CRVS systems, data‑sharing frameworks or similar governance projects at regional or national level.
• Familiarity with legal and regulatory issues, privacy safeguards and interoperability standards affecting civil registration data.
• Strong analytical and writing skills to produce high‑quality reports and guidance documents.
