Information Systems Officer

About the role

The Office of Information and Communications Technology (OICT) is seeking an Information Systems Officer to join its Enterprise Solutions Service in Bangkok. Reporting to a Senior Information Systems Officer, the incumbent will contribute to the design, development, and implementation of moderately complex information systems that support the UN’s digital transformation agenda.

Key responsibilities

• Manage projects that include feasibility studies, systems analysis, design, development and implementation of new systems.
• Develop detailed functional specifications, system context diagrams and user documentation.
• Provide specialized advice to users, translating business needs into technical requirements.
• Facilitate requirement‑discovery meetings and ensure effective communication with clients.
• Organise and execute unit and integrated testing; support users during acceptance testing.
• Create training materials, operating manuals and conduct staff training.
• Research, analyse and evaluate emerging technologies and recommend deployments.
• Prepare reports and papers on system‑related topics and information strategy.
• Guide and potentially supervise junior staff and consultants.
• Develop Service Level Agreements and coordinate client relations for IT services.

Required profile

• Experience managing moderately complex IT projects.
• Ability to develop functional specifications and system documentation.
• Proficiency in conducting unit, integration and user acceptance testing.
• Strong analytical skills for translating business requirements into technical solutions.
• Capability to produce training materials and deliver user training.
• Experience researching and evaluating new technologies.
• Good communication skills for client interaction and coordination.
