Programme Management Officer – Climate Adaptation

About the role

The United Nations Environment Programme (UNEP) is seeking a Programme Management Officer to support the Systematic Observations Financing Facility (SOFF) programme. Based in Bangkok, the incumbent will work within the Climate Change Division, Adaptation and Resilience Branch, Early Warning Section, reporting to the Chief of Section.

Key responsibilities

• Monitor country progress toward meeting WMO Global Basic Observing Network (GBON) standards.
• Identify implementation problems, propose solutions and recommend corrective actions.
• Represent UNEP on Project Steering Committees and contribute to mid‑term and final evaluations.
• Coordinate budget‑related activities, including programme preparation, progress reporting and financial statements.
• Conduct risk management, implement mitigation measures and oversee procurement and recruitment processes.
• Prepare written outputs such as progress reports, analyses, publications and communication materials.
• Deliver presentations on climate information services and systematic observations.
• Participate in outreach, training workshops, seminars and make presentations on assigned topics.

Required profile

• Experience in programme delivery, coordination and fiduciary oversight.
• Familiarity with climate resilience, early warning systems and systematic observations.
• Ability to work with national hydro‑meteorological services and implementing partners.
