International Consultant (Human Trafficking)

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an International Consultant to provide high‑quality technical expertise for projects addressing trafficking in persons (TIP) and forced criminality linked to scam operations in Southeast Asia and the Pacific.

Key responsibilities

• Plan, oversee, and deliver technical assistance for TIP and SOM project activities, including workshops, forums, clinics and trainings.
• Liaise with ASEAN sectoral bodies and support regional cooperation, policy development and awareness‑raising campaigns.
• Draft and review reports, guidance materials, concept notes and other substantive outputs ensuring compliance with UNODC standards.
• Develop knowledge products, briefing materials and technical guidance on TIP for forced criminality.

Required profile

• Advanced university degree (Master’s) in business administration, governance, international relations, law or related field (or equivalent experience).
• Minimum five years of professional experience in project management, capacity‑building workshops and trainings on human trafficking, migrant smuggling or transnational organized crime.
• Field‑based experience implementing TIP and SOM projects in Southeast Asia and the Pacific, including engagement with ASEAN bodies and high‑level government officials.
• Demonstrated knowledge of trafficking in persons for forced criminality in scam centres and experience working within the United Nations system.
