Consultant – Climate-Responsive Macro, Fiscal & Debt Sustainability Assessment

About the role
The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks an experienced consultant to lead a climate‑responsive macroeconomic, fiscal and debt sustainability assessment for Fiji. The assignment will produce a high‑quality analytical study (8,000‑10,000 words) that integrates climate‑risk analysis into Fiji’s public finance and debt outlook.
Key responsibilities
- Review Fiji’s macroeconomic, fiscal and public‑debt landscape and identify key physical and transition climate risks.
- Develop and apply an analytical framework linking climate risks and policy responses to macroeconomic outcomes, fiscal performance, financing needs and debt sustainability.
- Design and analyse climate‑scenario analyses using the NGFS framework and other relevant inputs, adapted to Fiji’s context.
- Assess fiscal risks, financing requirements and public‑debt implications under alternative scenarios.
- Identify policy options for fiscal resilience, debt management, sustainable financing instruments and climate‑responsive investment strategies.
- Prepare the analytical study, technical materials, and support a national capacity‑building workshop, including presentation preparation and participation.
Required profile
- Advanced degree in economics, public finance, climate economics or a related field.
- Proven experience in macroeconomic analysis, fiscal risk assessment and debt sustainability studies.
- Familiarity with climate‑risk frameworks such as NGFS and experience applying them to developing‑country contexts.
- Strong analytical, writing and presentation skills.
