Georgian National Consultant – Digital Governance for Smart Power Grids

About the role

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a Georgian National Consultant to support the development of a country‑specific digital governance framework for the power sector. The role focuses on enabling inclusive digital transformation of integrated and smart grid systems in Georgia.

Key responsibilities

• Conduct mapping and diagnostic exercises of existing digitalisation efforts, regulatory frameworks and institutional capacities in Georgia’s power sector.
• Identify gaps and opportunities for digital governance, data management, interoperability and cybersecurity.
• Develop a tailored digital‑governance policy framework aligned with national development priorities.
• Support the organisation of an inaugural meeting and capacity‑building activities for policymakers and regulators.
• Provide technical and analytical support for the validation and initial application of the framework.

Required profile

• Relevant academic background in energy policy, public administration, or a related field.
• Demonstrated experience in power‑sector reforms, smart‑grid projects or digital governance initiatives.
• Strong analytical skills and ability to produce policy‑oriented reports.
• Excellent communication skills in English; knowledge of Georgian is essential.
