Macro-Climate Consultant (Remote)

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a Macro-Climate Consultant to support the Government of Lao PDR in integrating macro‑economic objectives into climate action planning. The consultancy will produce a national study that informs the Lao Energy and Industry CO₂ Reduction Master Plan.

Key responsibilities

• Prepare an annotated outline of the study, including structure, literature review, and a methodology tailored to Lao PDR.
• Deliver a first draft covering scenario design, preliminary macro‑fiscal implications, and initial policy findings.
• Produce a final study incorporating feedback, complete with references and technical annexes ready for policy dialogue.
• Present findings at a capacity‑building workshop for Lao policymakers and provide accompanying presentation materials.

Required profile

• Advanced degree in economics, climate science, public policy, or a related field.
• Demonstrated experience conducting macro‑economic analysis of climate impacts.
• Familiarity with climate policy design and low‑carbon development strategies.
• Ability to work independently and meet tight deadlines.
