National Consultant – Digital Governance for Integrated and Smart Power Grids

About the role

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a National Consultant to provide technical and analytical support for developing a country‑specific digital governance framework for the power sector. The role focuses on enabling inclusive digital transformation of integrated and smart grid systems across selected beneficiary countries.

Key responsibilities

• Conduct mapping and diagnostic exercises of existing digitalisation efforts, regulatory frameworks and institutional capacities in the power sector.
• Identify gaps and opportunities to inform the design of tailored digital‑governance frameworks.
• Develop, validate and pilot a national digital‑governance framework that addresses data management, interoperability, cybersecurity, institutional coordination and regulatory oversight.
• Support the organisation of inaugural meetings and capacity‑building activities for policymakers and regulators.
• Prepare analytical reports and recommendations for project stakeholders.

Required profile

• Advanced degree in energy policy, public administration, information systems or a related field.
• Proven experience in digital governance, power sector reforms or smart‑grid projects.
• Strong analytical skills and ability to work independently in a remote setting.
• Excellent written communication in English.
